Temporary visitation with child out of wedlock

My fiance is an American citizen and has a child out of wedlock. The biological father of the child is not actively involved in raising the child as he married and has 3 kids with his wife.

The last time we were driving into Canada to visit, the border officer asked for a letter of consent from the other parent. At the time, we both did not know that a child conceived out of wedlock is automatically granted full custody to the mother and that since the father was not actively involved in raising the child, we did not think that a letter of consent was required.

So my questions to you experts here are as follows:

1. Do we need a letter of consent from the father to cross into Canada?
2. Will she be able to come visit me for about 6 months since she is planning to visit me and stay longer so we can start in inbound application?
