Sponsoring single guy from Syria

Hello

I'm looking for some advice on this, my friend lives in Syria and his situation is becoming worse that he had to leave his home and relocate in the country. But haven't left Syria yet.

My question is, is there a way to sponsor someone directly from Syria or does he have to move out of Syria to apply?

Which way is more advisable? Group of 5 or through an organization?

1. He can't apply as a refugee while still living in Syria.
2. He would have to be outside Syria and then be recognized as a refugee by the UNHCR and his case would have to be referred to Canada for selection.

1. Yes, he could be sponsored by a group, but he still has to be outside Syria. Note with the group sponsorship the officer only has to consider the application , he hasn't been recognized by the UNCHR.

So are you saying that if someone is outside Syria, and is not registered as a refugee, that the officer will likely refuse the application? I think I also read somewhere that the person outside Syria must also not be able to return to Syria (essentially having the same conditions as a refugee but not registered as such)
