SINP EE/OID non regulated NOC

Has anyone had applied for SINP non-regulated NOC to avoid the delay of getting a license? But your actual experience is for the regulated version of that NOC.
Examples: 2241 instead of 2133, 2253 instead of 2232, etc...

Please share your experiences, did SINP returned your application or was it approved and get nominated?
