I have a question for leon and others who may know

if you apply for a pr a year ago and only now you get a RQ for PR determination, does the RQ covers the period you specified in the PR a year ago? or does it cover the period as of now for the last 5 years?

Foremost, follow the instructions in the letter and forms CIC sends to you. It should specify the period of time for which it is requesting dates of absences. That is the period of time you need to provide information for.

For purposes of determining whether to issue and deliver a new PR card to a PR, the relevant time period is ordinarily the five years immediately preceding the application date.

However, for a PR who CIC suspects of being in breach of the PR Residency Obligation, the local CIC office may initiate an investigation pursuant to which a residency examination will be conducted, which may include sending RQ to the PR. This can be triggered by an application for a new PR card if CIC discerns, in processing that application, reasons to suspect a breach of the RO. An RQ for this purpose is not to determine whether or not to issue a new PR card, but to determine whether the PR is inadmissible due to a breach of the RO. I am not sure how CIC determines the date of the residency examination for this purpose, but that would be the date which establishes the relevant five year period of time. Again, though, if this is the RQ you receive, the instructions should clearly indicate what the dates are for the relevant five years.

If you have already received the RQ (rather than just anticipating one coming) a little more information about it in particular would be helpful, both for offering you more information about the process and for helping others who will encounter this in the future.

Obviously, the important thing is to continually be in compliance with the PR RO.
