Is it possible to reopen a rejected application for permanent residence as a skillled worker using a lawyer or something ? ( as the occcupation under which my friend applied , a secondary school teacher is excluded )
And is it true the minimum qualifying points ( 67 ) changed or about to change ?

the chances of appealing for a rejected case due to NOC not being in the NOC 38 list are Nil. Try checking if some previous work of continuous 1 year work could be considered on one of the 38 noc list.
