For the above stream, the education requirement is a diploma equivalent to a Québec diploma of college studies - technical training. Since I have a 3-year diploma from a DLI in Ontario, does it valid?

Depends, if its the equivalent of a post high school qualification then it may be, ideally they are looking for Bachelors Degrees.. It should be easy to check online.
