My kids did not receive their PR cards because we haven't updated the address within 180 days after we landed last year. I just want to ask if I need to fax a "Solemn Declaration concerning a permanent resident card that was lost, stolen, destroyed or never received" or Just apply for a new one and pay the fees? Also, are they exempted for biometrics? My kids are 6 and 4 yrs old. Help is appreciated. Thank you!
