I landed on Dec 15, 2015 but because of high cost education and my family isn't settled yet, I decided to go back here in the Philippines to finish my studies and left Canada on Jan 12, 2016. I have been there for only 28 days. I haven't received my PR card yet and on mid March 2016, they requested for a photo retake for me and my sister. I sent my photos to my family in Canada and they sent it to Nova Scotia. My sister got her pr card on May 2017. I complained to CIC and they said that still in process and there's no maximum processing time. I will be graduating on June 2017 and because I'm anxious that I can't return to Canada. I applied for Permanent Resident Travel Document on Aug 8, 2016. I wrote there that I will be returning on June 2017. Will my PRTD be approved?

PRTDs are generally only valid for up 6 months. They will either issue it or tell you to apply closer to the date you actually intend to leave.
