Your biggest issue is likely the fact that you did not spend much time in Canada as a PR. How long did you work in Canada as a PR? 5+ years is not typically viewed as a temporary assignment. If you manage to get a PRTD based on H&C you should plan on remaining in Canada for a significant amount of time and not return to the Philippines soon after.
