After 27 Feb, 2008, there will be new rule

If they are processed under the new rules, how come it is almost two years now since application submission and still no sign of decision? how possible that it takes almost 8 months now after the medicals under the new rules? I wanted to ask them, but I heard my application will be delayed , I am so confused.
