License is really required for SINP? NOC2132- Mechanical Engineers

Dear members,

I have a question regarding eligibility of mechanical engineers (NOC 2132) applying for SINP. According to SINP website, the license is required for mechanical engineers (NOC 2132) however while reading in detail, it seems one can apply for SINP without obtaining necessary license.

So, the clause according to website says,
“Provide documentation from the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS) showing your Engineer-in-Training membership; or you have received an academic assessment result letter from APEGS indicating that you have been assigned Confirmatory Exams.”

Dose that mean that a mechanical engineer can apply for SINP program just when he gets the letter from APEGS showing he has been assigned to confirmatory exams? That means one can apply for SINP prior to writing an exam and outcome of writing exam does not affect his Canada immigration application.

Please guide me if my interpretation is correct or not. Has anyone experience in applying for SINP in this way?

You can apply for SINP, your application is complete then they will hold u r application until u receive the license
