job reference letter

My manager is afraid to sign up a job reference letter for PR and HR provided me a simple letter with just duration of my work, salary and brief job duties.
This letter is from the HR department, but she is not a HR manager...

Does it matter?

I don't know what to do,,,Any suggestion? Please let me know! Thanks.

You still have to prove the number of hours you have worked if it is not mentioned on the letter. (perhaps payslips will help to fill the gap).
Also ensure the job details provided on the letter supports your claim of your experience under the NOC you are applying under. If the letter does not have details enough, plan on submitting additional evidences or additional letters.
