I heard that quebec is not accepting the applications under 'Permanent workers' category. Is this true?

When will be quebec is going to accept the applications again and what is the quota?

Yes, at the moment

When will be quebec is going to accept the applications again and what is the quota?
No one knows the date yet: QC has said that the new online application system will be available "by the end of 2015"; & that the opening date for applications will be announced "soon". Quota for skilled workers is 6300.
