A number of categories of temporary foreign workers will require a positive Labour Market Impact Assessment in order to participate in the Express Entry program. The following applicants will face significant disadvantages when making their applications from within Canada:

Treaty based intra-company transferees
NAFTA work permit holders and other temporary work permit holders pursuant to Free Trade Agreements
Holders of work permits based on Provincial Nominee Program (PNP) Certificates
In the absence of a positive Labour Market Impact Assessment, PNP certificate holders on work permits based on their nomination may only apply for Permanent Residency through a non-Express Entry category.

That is because their job does not have LMIA. Just go by why CIC website says. If you want 600 points, get a job with LMIA, or, a provincial nominee certificate. Simple enough.

No but we can still apply to the express entry pool isnt it within the Canadian experience class even though we cannot claim extrain 600 points but still we are getting around 502 without claiming points for the job with lmia

They say these categories are at an disadvantage, because they can't claim 600 points. Nowhere on the CIC website I see it mentioned that they cannot apply through EE. I would go by the rules on CIC website, and not on some immigration blog to be frank.

Thank you so much,it made be a bit scared:)True wish we had a job offer which had approved LMIA ,currently working on a job which is exempted of LMO.
