Yes, if you were ADMITTED to Canada for 1 year, then you can apply to Buffalo as well as the office that covers your normal country of residence. Remember if you apply to Buffalo, that if an interview is required, you will require a US visitor visa, which they will not issue for an Immigration interview.

Got a 2 year job offer in Canada. Currently in the USA. Can I immigrate during this 2 years (with Canadian Temporary Work Permit)? Would'n be able to apply at Buffalo then because of the visa.
