first: to apply for a BOWP you NEED your AOR from IRCC
and it take's up to 4 month to get your AOR

so probably you can't apply for a BOWP

there is only one option left which is a closed WP based on R204(c) exemption
but you have to contact AINP about a support letter for your WP

http://www.cic.gc.ca/english/resources/tools/temp/work/opinion/territories-provinces.asp

and the question:
Have you been told by an Immigration, Refugees and Citizenship Canada office that you are approved in principle for permanent residence in Canada?

it mean that you got your AOR from IRCC (complete application)

Thank you so much for your answer! I do have 204(c) letter of support along with my nomination letter, and it shows the link: http: //www.cic.gc.ca/english/work/extend-stay.asp. there is four options:
Your job is extended or changes
You are offered a different job in Canada
You want to live and work in Canada permanently
You want to leave Canada and then re-enter

I'm not sure which one should i click on for close working permit?

You should choose to have your permit extended or changes option.
Also your employer will have to fill out a LMIA exempt job offer online and pay the $230 compliance fee on your behalf. After that you'll have to submit the receipt and employment ID together with your application

No (what if i submit federal application, does it consider yes?)

It will take CIC time to even open up your application so the answer should be No.

Do you have a written job offer?
No(or should I choose yes as I need my employer to fill out a form?)

How did you apply for your AINP? Is it employment restricted? If yes then you have to submit job offer letter and your boss has to submit the LMIA exempt job offer.

Can I use the same job offer when I applied for AINP? or Have to be a new one?
It has to be the same as you got for AINP. It will be a closed work permit.
