I've applied for PR (CEC-EE) from inside Canada last September and recently I asked about the processing via webform. And they replied me as below;

Is it possible to toss the application from inside applicant who is Korean to all the way back to overseas VO? I know if Koreans apply for visas inside of Korea, the application goes to Manila to process. But I was in Canada when I applied and still live in Canada! When I received GCMS Note it says my application is placed in the first intake office (I think it's SYDNEY) then OTTAWA.
I am now very confused about the way IRCC work. Any ideas/thoughs will be thankful.
