Color copy of all passports

Please guide me, I applied for PR renew 5 month back. Now i got letter from cic to provide color copy of passports. Is this normal?

Yes you should have sent it with the application from the first place. Why didnt you? Make sure you get certified translation of non-english stamps. Better get certified copies with the date on each page copied.
