On top of that, you never know which 75% to choose, because no document defines what exactly is "essential duties", so you basically have to meet 100% of duties described in your NOC. At least your papers should indicate that you do. Otherwise you are doomed.

Job Specifications mentioned in your particular NOC should at least have a 75% match with your current responsibilities .. i guess you have already experienced what happens otherwise.

I think this means my description of my roles was more Software Engineer than Computer/Information Systems Manager

It seems that there is mismatch job title already
your NOC 0213 -software engineer
but
NOC 0213 is for computer/Information Systems Manager

Also Are your duties more in line with those of software engineer? If so, that probably is the reason of rejection.
