As part of a family-based humanitarian pathway, we have been asked from IRCC to provide a certified copy of military record form IMM5546. We downloaded and filled the form, but local notaries in the country of the applicant refuse to certify a copy since their native language is not English. Online notaries cannot certify copies without seeing them physically. We have been given a very close deadline by IRCC so sending physically the documents to a notary in Canada for certification and then waiting for those to be sent back is not a feasible option.
Online notary proposed they can certify a declaration where the applicant states that he filled and signed form, and that the information is true.
