Canadian tax residency rules - shining example or horrible warning?

Most tax residency questions here relate to individual situations. I would like to ask about the effect that residency rules have had on tax liability in Canada compared to countries in Western Europe. Usually, if such comparisons are made they are with the US which has some very unusual tax obligations for citizens. It seems to me that Canada has been more successful at keeping its richest citizens resident whereas in, say, Ireland and Britain a very large proportion claim to live abroad for tax purposes. I believe France has a similar problem. How does Canada compare in its interpretation of tax residency compared to Britain and Ireland and do you think Canada could be a model for those countries to follow?
