No it is not possible to transfer a French RTD to a Canadian RTD. You do not qualify to become a Canadian protected person because you are a protected person in France. You will likely have a hard time studying in Canada until you have some for or permanent status in France. Once a French citizen you would have the best chance of securing a study permit in Canada. Any refugee has a hard time traveling to Canada on a temporary visa/permit (study or work permit or visitor) out of concern that they will try and remain in Canada
