Can I do medical check before getting ITA?

Call your local clinic. Some clinics will not do that till you have ITA, some don't ask.

yes but keep in mind ur medical is valid for a year so if ur dont get ITA in a year u will have to do it again. Another thing is u get PR visa for the duration of ur Medical being valid or ur passport validity which ever is less. so IF u give medical before ITA and u get ITA in say 3-4 months and 3-4 months after that u get PR visa it will be valid for another 4 months or so so u will have less time to do ur landing. If ur in Canada already then it may not be a problem but just keep these points in mind.
