I would apply under simplified application process and the only pending thing is IELTS. I gave IELTS in May 2006 and I know the score is not valid now so I need a new attempt.

Now even if I get 2 marks each for listening, ......., ......., Speaking, my score would be 69.
Can I apply now since my exam is registered in March end but I don't want to wait that long? What I mean I would put minimum score in my application, thus passing 67 limit as I don't need to submit proof with application rightnow. Anything over 67 doen't matter...!!

What made me think like this is the following reply by one of "Immigration Attornies":
"Thank you for your message. No need to sit for IELTS at the present time as you have over 2 years to prepare and provide results.

We will revert back to you once we receive your signed contract and first remittance"


Now I feel at mistake at taking a step in a haste to pay/register for exam right now..!!

It's true you can take the IELTS any time between the time you apply and the time they ask for the results. Actually, you can take it after they ask for the results, because they give you 60 days or so to supply them.

Then what should I mention in the application about my language proficiency??

What I mean if I put all moderate (the score is 69) while applying but actually gets a mix if high and moderate in IELTS (2 high, 2 Moderate - Score would be 73), r they going to revise my score without any trouble?

I suggest you put the lowest scores that would still get you the points you need. As you've said, anything beyond 67 points is just bonus.

If I put all 4 language skills at basic level, how much point I get?

Also am I right if I put
- All 4 language skills at high level (4)= Score 16 (4*4)
- All 4 language skills at moderate level (2) = Score 8 (4*2)

How about basic level? Is it 0?

My question remains, if my IELTS score is different (more/less) than what I mentioned in my application, would they alter my total score accordingly?

If you do better on the IELTS than you indicated in your app, then yes, they'll give you the points.

Even though you might not need the points, I think you are required to have at least a moderate skill level (2 points) in each of the four sections - speaking, reading, writing and listening.
