BOWP authorization while on a closed work permit

Hi,

If one has a valid closed work permit, they need not wait until their new employer specific work permit application is approved to start a new job or work for a new employer as per https://www.canada.ca/en/immigration-refugees-citizenship/services/work-canada/permit/temporary/extend/change-jobs-employers.html says that. Is it true if one applies for a bridging open work permit too ? That is, if one has a valid closed work permit, do they need to wait until their new BOWP application (PR application in progress) is approved to start a new job or work for a new employer, or they can start working for the new employer right away once the BOWP application is submitted ?

The point that I'd still need clarity on is if one has a valid closed work permit, do they need to wait until their new BOWP application (PR application in progress) is approved to start a new job or work for a new employer, or they can start working for the new employer right away once the BOWP application is submitted ? Considering the processing times of work permit applications applied from inside Canada, especially during the ongoing strike period.
