Apply work permit, New Delhi - family members in US

My employer is applying for work permit in New Delhi. My wife n kids are in US on H1 n H4 visas. I will move to canada after my WP is approved. Can my wife and kids apply for dependent visa from the US? Or do they have to come to India for the same? What about medicals?

Yes, they can apply from the US, and yes they can have medicals in the US>
