    you will receive BVL only when the Vo finalizes the decision of your application

    BVL is nothing but Biometrics validity letter and people receive it when a VO has finalized his/her decision. As you already have BVl in hand you can expect your decision anytime soon

Can someone explain the exact difference between these two and any idea on when it will change from recommend passed to passed.
