i have filled the assesment form on canadavisa.com and i got a mail which said that i can apply for PR under quebec skilled worker program.can u guys pls tell me whether it is safe to apply under that category.

when the list comes up and there is IT listed.....will a job offer play a crucial role or we can apply confidently even without a job offer.

is it blocked permanently or temporarily.
