Hi, If your going to split your name in your Indian passport.. It doesn't take 12 months. You need to go to Consulate General of India. It will only take you 1 day. You can do your passport renewal and name split then. After you get it done you can request for new PR card with your split name.

Hi, Yes you have to pay for reapplication because its a new application. So you have to start from scratch. Also, if your PR is rejected you get back around half the amount of your rejected application. When I applied ,EE fee was $1050. I got back around $450.
