I moved to a new country where is have not lived for 1 month only but I plan on living here throughout the processing of my EE application. Do I need to provide PCC for this country?

Tried getting PCC from Suwon today(2020/01/20). They showed a page that said it cannot be issued since 2019/11/07. I have applied this for 2 other people before in 2015 and in 2017 at the same station without any problem but now they are not issuing it.
