Oh my proof of address was Canadian, I put "Yes" because I was on a student visa living with my husband in Canada so I was able to open a Canadian bank account to get credit card statements that show our home address here
Of course:
Primary ID doc: COPR and Passport Photo
Secondary: California Driver's License
Proof of Address: One Credit Card Statement from my bank

I sent them my CSQ (Certificate of Selection of Quebec) as proof of Quebec residency and they accepted that so that isnt the issue unfortunately, its just the COPR letter itself.
Usually the wait times for Service Canada call centers are very long, as for the online application being down, I've heard of this happening before in the past few months, must be some issues on their end
How long after approval of application did their COPRs show up in the mail? Thanks for your responses. I will keep you updated on my situation regarding using just the letter with the SIN application.
