We can, but we have to apply for travel document outside of canada to come back.

1. Yes. date and time are set in the email, but you can reschedule it by contacting local IRCC office; 2. I want to get the CoPR asap. I also have tickets back to my home country, but I still spent 300 dollars to change it, cauz CoPR is more important.

I don't know the answer for your question. I think you can call CIC to ask for help. But I don't think this is a big issue since you have re-applied and you have implied status. You are legally stay here.
