If you cross to the US /entered US territory then you would need a US visa unless you're exempt. Many people do the flagpoling, which to my understanding means when you reach the US border, you tell them you have no intention of entering the US. You get admission refusal and they send you back...

I did but they said I didn't send a copy of my nomination certificate. Pretty sure I did but probably didn't get uploaded correctly or they just didn't pay attention!! they denied my application. I re-applied again on the same day
