when did they start reviewing your eligibility? do they start reviewing it as soon as the file gets transferred to lvo, or did they start reviewing it recently?

i wasn't able to link my application to my online account till today... after linking it, i found that they are currently checking eligibility... is this a good sign? or did they start checking our eligibility since my application was received by lvo last july?
