Send an email to them to check it with your bill or when you go for OCI as them about this and tell them to dont charge for photo as you given( used to paste in SC application) only one photo to me while SC process.. Take the bill with you..

I asked them while take the photo.. so they told they give totally two photo, one photo they will use for SC and another one they told they will give me.. You need to ask :) otherwise they will not give.. so next time for OCI again you need to take photo , so they will get money :)
