Yes OWP depends on passport expiry date..if you have passport for 10 years then u can get OWP for 3 years

If you resubmitted the file still it takes 4-6 weeks time to get APPLICATION number if your file is complete. In my case application recived 8 feb 2018 AOR : 7 March 2018 in some cases it could take more than that.
