some's return tracker can be activated at the same day as getting approved, while some are activated after 1 or 2 days even longer. Mine was approved 23 Jan, waiting for activation!

You can tell passport is delivered by tracking the envelope you sent to CIC ottawa. And keep an eye on CIC, it will change from "submitted" to "approved" and you copy the tracking code of the sending back envelope, it will be trackable after activated.

It is better to give CIC a call letting them help track what's going on. Mine is also 07/21/16 got PPR already. My friend applied in late June, with spouse, they've already landed. I think adding spouse might take longer than both apply from the beginning.
