i had same problem like you but i paid 255 and they returned 100 in my account.if you pay over then they will return but if you pay less then they will not process .

you can apply now also but dont forget to pay fee.no worry.

so did you signed contract pepar?they need for LMIA

i came canada also myself with out agency.you dont need to pay anythings for document verification....did you signed contract?for LMIA they need contract sign for both employer and employe.dont pay anything until you will get LMIA in your hand.it will talk 3 to 4 month.
