Yes, PostalAnnex was able to do it thru UPS. Although, when we went to UPS directly, the guy said that he cant generate return label for international shipping. PostalAnnex worked very well. After sending passport, how long does CIC take to stamp the PR visa?
PPR email received - Oct 5th Passport delivered to Ottawa - Oct 10th Status changed to Approved at myCIC- Oct 31st UPS Return tracker Activated - Nov 1st Passport & COPR received - Nov 3rd- skisnow

I haven't tried USPS. But, we sent using UPS via PostalAnnex and it worked.- skisnow
