You already have your PPR. Why do you need a police certificate. Anyway there's a main kachehri in G-10. It depends on where your permanent residence is. You could bring that police certificate which is of the permanent address on your ID and show them all the receipts and see if they will give...

So I finally got my US police certificate and submitted it after getting extensions. My eAOR is June 23rd. So would the time for my processing start now or have they already started evaluating the application?

No its not. You just need a bank certificate close to your application submission date with the required amount. That amount can just be in your account for a couple of days. CIC may ask for a bank statement at a later stage or may not. If they do you could justify the sudden influx with a gift...
