Not sure about future but if you do not travel by the deadline, I believe it may be seen as a forfeit. The letter says if you decide not to immigrate you have to return the COPR.

Not sure abt the validity but You should be able to go local police station to get fingerprints. Call first though to make sure they can give you what you want- there should be a small fee. Current processing time last i checked was 10-12 weeks. You can check their website to see if it has changed
