You are eligible for NEXUS since you are a US citizen. The face that you are a Canadian PR doesn't really matter at this point. In terms of entry, you can use the NEXUS lane and just show appropriate doc on each side of the border as you mentioned.

There should be an email in your letter that you can contact.

This is not an answer to your question (since I don't know and I doubt a lot of people would have that data point). Will it be easier to drive across the border with your COPR? You do not need the PR card to enter Canada that way.
