It's much quicker if you can have a friend in AU get the letter for you first.

For me it is not that easy... The au pcc is as quick as 1-2 weeks time.

What happens if someone like me never drive in AU before? Do I need to get a certification of did not obtain a licence?...

Thanks for so much helpful information!! I applied outside of Australia and have my friend sent to me once she received my letter. What worries me is that I dont think it is easy for me to download a certified fingerprint record from the local police. Is it really necessary?
