I think under proof of status, you are supposed to put the Canadian citizenship certificate, I did not do that, just passport, but based on this link I think thats what you are supposed to do...

It is better to call them. When you look at the IMM 5990 section in your re-opened application, does it show the new form you sent to them through webform? Or the old one not signed?
