Yes you need IELTS to get admission in university in Canada. Normally if you are applying to good university then they require more than 6.5 score. But If you are applying for diploma then around 6 may be give you chance to get in diploma.

You can not prove faimly ties just from one document. One of my relative already in canada for diploma , even though he just finished HSC. He did not need anything extra to prove faimly ties.

simple..yes they can provided if you have all necessary documents to support your visa application. normally it takes around 8 too 9 weeks but it depends on VISA officer. So if you apply today then chances are you will get the answer by middle of december
