Hi Sonia, Yes. Your colleague can sign a ref letter for you and probably include like a businessman card and I.d card of the company you both worked for. I did same thing and I was nominated by SINP afterwards. My two cents.

Did you maintain the same NOC all thru the three times application? and what was their reason for saying you are not eligible for 3rd November and 7th May

Your ECA is required when you are applying for EE but for OID , you only need transcript and diploma certs... hope am able to help?
