I did option 2 while living in mexico because the PGR only has a "subdelegacion" in my city. It was super fast but they did require a letter from CIC to start the process. You can request that letter at mexico-im-enquiry@international.gc.ca

I sent the physical copy on the 2nd of april. I uploaded the digital copy a week or two before that
