Nope You don't have to wait for it. Refer to the checklist. if you dont have any national identity document just put NA. When i was applying though way back 2013 i used my prc id.

Ung file number ung ginagamit ko to check online. When i use my wife's uci details nya ung nilalagay ko. I nver had the uci po kaya un lagi king pancheck.
