Where did you get your client ID? I thought that was given out after your sponsorship is approved.

I'm sponsoring my wife and she has her child accompanying her. I have the fathers approval / signed permission for his son to come to Canada with his mother. Does the IMM 5604 document apply? or is his signed letter enough? it says non-accompanying, not sure what that is about.
