According to the theory of probability the guy is very far from real picture. When the lowest score goes down the density of applicants increases. It means that even to keep the same speed of score declining each draw the quantity of LAAs should be increased each time for 20-30% as a minimum...

I'd predict 160 LAA issued and 572 points as the lowest score. I hope I'm very wrong :)

If they continue to issue less than 200 LAA per draw I wouldn't expect lowest score to go down for more than 15 point at a time. In this case all who have friend instead of close relative as a connection to Manitoba will have to wait till December at least. :(
